You can remove the shut down or restart error code 0x0000009F easily by the given process here. First of all open registry editor and then click on run and after that type regedt32.exe in the run editor and then press enter. Now you have to click on HKEY_LOCAL_MACHINE that is available in the registry editor and after that click on Load Hive that is available in the file menu and then locate the Drive:\Winnt\Repair\System file and then click on it. After the clicking on it click on repair and then in the key name box type repair and after that click on ok. Now minimize the registry editor window and then open run by clicking on start and then type regedit.exe and then press enter. Now locate the HKEY_LOCAL_MACHINE\Repair\ControlSet001\Control\Class\{4D36E967-E325-11CE-BFC1-08002BE10318} sub keys  and then click on export from the file menu and after that type TempRepair and then save it. Now maximize the previous window of registry editor and then locate the HKEY_LOCAL_MACHINE\Repair sub keys and then click on Unload Hive from the file menu and then click on yes. Now exit from the registry editor.

After closing all open windows open the saved TempRepair.reg file with notepad and then locate and change the every occurrence of Repair\ControlSet001 in the key paths of SYSTEM\CurrentControlSet, and then save file and exit from the notepad. Then double click on TempRepair.reg file and restart the computer. When I apply these steps in my computer then I am able to fix my pc and work with the pc.
